Abstract
The acceptance of civil servant candidates (CPNS) for persons with disabilities is part of fulfilling the right to work based on the principles of equality and non-discrimination in human rights law. The research uses a normative juridical method with a regulatory and conceptual approach through literature study. The study results show that Indonesia has a legal basis that guaranties the rights of persons with disabilities to obtain employment, including in the government sector. However, its implementation still faces obstacles such as job requirements, health assessments, the provision of adequate accommodations, and differences in policy application between agencies that could potentially lead to indirect discrimination. Legal protection needs to be strengthened through clear technical regulations, appropriate accommodation standards, easily accessible complaint mechanisms, and consistent supervision. These efforts are necessary to realize the acceptance of CPNS that provides equal opportunities and access for persons with disabilities while still being based on the required qualifications and competencies.
