The digitization of land registration through the issuance of electronic land documents has brought changes in the management of physical data, juridical data, and personal data of land rights holders. These changes support service efficiency and administrative order, but at the same time raise issues regarding data security, information access limits, and accountability for data misuse in electronic systems. This study aims to analyze the problems of personal data protection in the issuance of electronic land documents and formulate a reconstruction of legal protection that can maintain a balance between the principle of land registration publicity, legal certainty of land rights, and the privacy rights of data holders. This research uses normative legal methods with a statutory approach and a conceptual approach. Primary legal materials in the form of regulations in the field of agrarian law, land registration, electronic systems, and personal data protection are analyzed qualitatively-prescriptively through grammatical, systematic, and teleological interpretations. Research shows that existing arrangements have provided a basis for the issuance of electronic land documents and personal data protection, but have not adequately regulated the classification of land data, access procedures based on legal interests, and institutional accountability mechanisms for data misuse incidents. Legal protection reconstruction needs to be directed at proportional access arrangements, strengthening data change control, recording audit trails, assessing the impact of data protection, and redressing for aggrieved rights holders.
