Conflicts of interest in public service activities in Vietnam: Current situation, causes, and solutions

Abstract
Conflicts of interest in public service
activities refer to conflicts (contradictions) between private interests
(individual/group, etc.) and the common/public interest, in which personal
interests run counter to, hinder, and harm the public good. Conflicts of
interest are latent and serve as a precursor to corruption, as they undermine
the impartiality, fairness, and integrity of public officials. Therefore,
controlling conflicts of interest in public service is considered one of the
core measures in preventing and combating corruption, and at the same time an
objective requirement of governance to maintain stability, social integrity,
and harmonious, sustainable development. In recent years, situations involving
conflicts of interest in Vietnam in the performance of duties by public
officials and civil servants have been quite common, occurring across all areas
of state management with diverse manifestations. This situation stems from
cultural–ideological, socio-economic, and human nature–related causes. Based on
analysis and clarification of the current situation and causes of conflicts of
interest in public service activities, this article proposes solutions to help
control and prevent conflicts of interest, corruption, and other negative
practices.
