9 letter j of Law Number 22 of 2022 concerning Corrections expressly states
that inmates have the right to receive wages for the work done by inmates in
Correctional Institutions. However, until now there has been no regulation that
specifically regulates the mechanism for paying wages. As a result, the
granting of prisoners' rights cannot be fulfilled properly. This article aims
to analyze the fulfillment of prisoners' rights to earn wages from work, to
analyze the obstacles faced in fulfilling the right of prisoners to earn wages
from work. The empirical juridical method of data was obtained through
literature research and field research. Literature research utilizes secondary
data by examining the literature and applicable laws and regulations. The
results of the study show that the percentage of wages given by the Head of the
Lhoknga Class III Correctional Institution is 30% of the income obtained by
inmates from the sale of their manufactured goods. The Class III Lhoknga
Institution has many productive activities carried out by inmates such as
barbershops, agriculture, and welding. The obstacles faced are the absence of
detailed regulations regarding the amount of wages that must be received by
inmates, marketing of work products, lack of interest from inmates to work, and
lack of cooperation with third parties.
