India is the land of diversities. Almost 70 per cent of the total population is living in the villages, contrast and paradox, continually maintaining a hiatus between rhetoric and reality, theory and practice or avouchment and affliction. Periodic proclamations regarding amelioration of woes and injustice may apparently be emboldening but they more often hoodwink the people. The pledges are for public consumption and are fulfilled more in breaches. The euphoria over new public policy, programmes replacing earlier ones soon end up in a whimper. There are only a few oases of positive action and hop amidst the vast desert of despondency and inertia. The more one delves deep into one political stratum, the more enigmas one encounters.
