International principles for resolving election disputes

Abstract: This article presents the principles of voting recounts and election contests worldwide. It concludes that similar rules apply in virtually every country for determining the winner of a democratic election and are successful only if they are trusted by the public. This article is designed to provide guidance about when and how to use these tools for both those who trail in the initial tally of votes and those who lead.
